Community forum set to discuss Uniform Residential Landlord and Tenant Act

The Human Rights Commission will host the forum Jan. 8 at Grace Episcopal Church.

A community forum to discuss the potential impact of a Uniform Residential Landlord and Tenant Act — also known as ULTRA — in Hopkinsville is planned at 6 p.m. Thursday, Jan. 8.

The Human Rights Commission of Hopkinsville-Christian County is conducting the forum, which will be in All Saints Hall of Grace Episcopal Church, 216 E. Sixth St. 

The discussion will focus on ULTRA’s impact on landlords, tenants and fair housing in the community, the commission said in a Facebook post. 

“Learn about your rights and responsibilities, ask questions, and share your perspective,” the post states. 

ULTRA is intended to balance the rights of landlords and tenants. Hopkinsville does not have an ULTRA ordinance in place. A proposal backed by the Human Rights Commission to enact the model ULTRA legislation failed before Hopkinsville City Council in 2018, when several local landlords lobbied against it. 

ULTRA was first written as a model law by the nonprofit group Uniform Law Commission in 1972. Several states have since adopted ULTRA, or a version of it. 

In Kentucky, several cities and counties have enacted ULTRA, including Jefferson and Fayette counties, and several cities in Northern Kentucky communities.
