The judge's order delays a Kentucky law — triggered by the U.S. Supreme Court ruling that overturned Roe v. Wade — that ban would abortion in most cases.

Chief Justice John D. Minton Jr. said the order "expresses no opinion on the substantive issues in this matter.”
