Phillip Brooks, 57, of South Virginia Street, has served on the Hopkinsville City Council from 1992 through 2006 and again since 2009. He serves as the Council Presiding Officer in Mayor’s Absence and holds a position on the Hopkinsville Solid Waste Enterprise Board and the Western Hills Municipal Golf Course Board of Directors. Brooks, a school teacher, defeated Handy in a close race two years ago.

Which electoral system do you support for the city of Hopkinsville? Why?


Partisan elections. It keeps elections transparent & fair.

What plans do you have to address blight and dilapidated structures in the city?

By continuing to promote the efforts of Code Enforcement Board and funding through the Inner City REZ program citywide.

If elected, how would you help address the housing shortage?

Seeking to expand home ownership of young professional by developing condominiums & town homes.

If elected, how would you work together with government, nonprofit and business leaders to encourage economic development?

Continue working with the Chamber of Commerce through the Community Vision Plan.

If elected, how would you prioritize the reduction of gun violence in Hopkinsville?

Encourage police & community relations while establishing leadership programs in our schools dealing with conflict resolutions.

If elected, how would you work to revitalize downtown Hopkinsville?

I will continue to push TIF, tax rebates & grant matching programs.

Is there another issue not addressed in these questions that you believe is extremely important? If so, please explain it briefly.

To finance incentives for new industry to locate here in Hopkinsville. Most industries want tax breaks along with cash & property incentives which can be very costly.
