Rich Liebe, 67, of Cayce Meade Drive, is seeking his third term as the District 5 magistrate. He is a former Hopkinsville mayor and police officer.

If elected, how would you help address the housing shortage?

There are a couple of new projects going on currently one on Pyle Lane. There is also a Senior Lifestyle Housing Developement on Skyline Drive. Affordable quality housing is always necessary to have a great quality of life. I would certainly support any builder or contracting business to help us with these efforts. Several efforts have been accomplished over the years but we must still be diligent and determined in these efforts. I have participated with Habitat and consider that organization to be great partners.

If elected, how would you work together with government, nonprofit and business leaders to encourage economic development?

I have been actively involved for many years in this city/county as an advocate to continually bring in new businesses, retail, industries, agriculture related, and educational entities. I intend to continue to work to do this. Diversification of our local economy makes us a more stable community in the event of a downturn.

If elected, how would you support tornado recovery and the development of rural storm shelters?

I have been to the one in Crofton. I will be a strong advocate for more of these storm shelters in our counties. I believe we are experiencing these more than before. We must be ready. By working with federal, state and local authorities we could identify funding sources or grants which could help us in these efforts.

If elected, what specific steps would you take to help grow jobs in the area?

Job opportunities must be an ongoing and deliberate mission for our county. I have been able to help in these efforts during my public service as mayor and magistrate. We have been very successful here because a lot of people pulled in the same direction. That’s what it takes. I will continue to work toward success with all who wish to pull in the same direction.

Do you support reducing the county’s tax burden? If so, what steps would you take to make this happen?

I would consider and support this as long as it didn’t compromise our public safety or our current level of services provided to our citizens. We have enjoyed a high level of service from our partners and their subordinate teams at the sheriff’s department, jail, road department, county clerk’s office, county attorney’s, PVA office, volunteer fire departments, rescue squad, public library and all of the other entities we support with these resources.

Do you support the establishment of a library tax?

Certainly, the folks who are members of the Friends of the Library are strong advocates of establishing this stabilized funding source. Rightly so. Patrons, of course, would benefit with expanded, enhanced resources and programs with upgraded latest technologies as well as facilities improvements. I can see why they are supporting this effort. This is more revenue invested in the education and training of our children, young folks, adults and seniors. This could potentially touch our whole community. It is a quality of life issue as well. I would be interested to hear from the residents of District 5 about their thoughts on this, too. I would like to listen to their thoughts about this also. Depending on their input, I would vote their wishes.

Is there another issue not addressed in these questions that you believe is extremely important? If so, please explain it briefly.

We have been trying keep up with maintenance and repair of our roads and streets. Some of our county roads are actually designated state routes. The roads and highways we drive on have an increase in the amount of traffic on them. Not just here but virtually all over the country. We should take a look to see if when we repair or replace pavement we can do things that strengthen what we are repairing or replacing through new materials that make our repair or replacement better. Durability is the key to handle the weight and traffic load could very well extend the life of our repairs or replacing. There very well be cost effective ways to do these things.
