Josh Turner, 37, of Billy Goat Hill, is an information technology professional. He previously worked for the Hopkinsville Police Department and as a security clearance background investigator in the Fort Campbell area.

If elected, how would you help address the housing shortage?

The only way to reduce the housing shortage is to build more housing. One method would be to research options to make financing easier for contractors/developers who are looking to build in our county/city.

If elected, how would you work together with government, nonprofit and business leaders to encourage economic development?

In order to bring in economic growth, you have to bring in people. Making our county attractive for businesses and potential residents/families could take on many forms to include aggressively supporting small business ventures and locally based startups as well as community beautification (i.e., ensuring local attractions, businesses and parks stay in top condition and supporting downtown revitalization efforts).

If elected, how would you support tornado recovery and the development of rural storm shelters?

I've had the pleasure of volunteering for disaster relief for several years now and it is a passion of mine. Supporting tornado recovery would consist of applying for any federal grants/funds that offer disaster relief as well as petitioning state representatives for relief. Additionally, depending on county resources, a specific fund/account could be created for local disaster relief, in which funds would only be utilized for disaster relief purposes (to include building storm shelters). Seeking advice from outside communities that have rural storm shelters would also assist in developing rural storm shelters of our own.

If elected, what specific steps would you take to help grow jobs in the area?

By putting the community first. Focusing on workforce development, easing tax burdens on small businesses, finding ways to make capital available for upstart businesses (especially for local/county residents) and supporting a zero tolerance stance for behind closed door (shadow) business deals.

Do you support reducing the county’s tax burden? If so, what steps would you take to make this happen?

I assume this is regarding the tax burden of individual county residents. If so, I will always support reducing resident's tax burdens. The easiest (and first) option would be to eliminate an outdated tax or even roll back a tax that was not supported by the community to begin with. Additionally, supporting state legislation aimed at lowering or eliminating the state income tax would greatly help in reducing the county tax burden.

Do you support the establishment of a library tax?

I do not support the establishment of a library tax.

Is there another issue not addressed in these questions that you believe is extremely important? If so, please explain it briefly.

As my campaign is still in its infancy, I have not been able to speak with as many community members so far that I would have liked to, however, some of the concerns brought up thus far include community crime rates, access to high-speed internet, trash remnants near and leading up to the county waste facility, term limits for local political positions as well as the high school consolidation. These are extremely important community issues that must be addressed in the immediate future, and I will be leaning on community members for their thoughts and ideas on solutions to the issues as well as hopefully introducing possible solutions of my own.
